The Hawaii State Teachers Association’s complaint against the state has returned before the Hawaii Labor Relations Board with hearings expected to continue Thursday.

The HLRB is considering whether Gov. Neil Abercrombie violated teachers’ constitutional right to collective bargaining when he imposed a new contract in July. The teachers rejected another contract proposal in January but the union has called a re-vote on that contract, set for later this month.

HSTA President Wil Okabe took the witness stand Wednesday morning. He was HSTA’s only witness. HSTA negotiations specialist Ray Camacho is to take the stand Thursday morning.

Okabe’s appearance came one day after the union certified election results installing him as president for another three years.
