The U.S. Fish and Wildlife Service is asking for 23 species on Oahu to be protected under the Endangered Species Act.

The species include damselflies and plants, including four of the “rarest of the rare” plants, a designation that only goes to plants with fewer than 50 individuals remaining in the wild.
