President Barack Obama‘s administration continues to push measures that would help make college more affordable.

You can watch Obama address the issue via White House Live at 12:45 p.m. EST (that’s 6:45 a.m. in Hawaii). One key element of his plan is to speed up implementation of an already-approved measure to cap student loan payments at 10 percent of a person’s discretionary income.

Under the so-called “Pay As You Earn” plan, the White House estimates that 1.6 million borrowers will see their monthly payments go down.

The Obama administration estimated that more than 2,000 current Hawaii students would be able to lower their monthly payments.
