In the post-Citizens United campaign world, “independent-expenditure-only” committees can raise and spend unlimited amounts of campaign money from businesses and unions, in addition to individuals. The money can be used to support or attack candidates through ads, mailings and other means so long as they operate independently of those campaigns.
