Lori Nishimura, answering questions from Romy Cachola, says the costs to implement Bill 54 will be “minimal.” Everything from outreach to cleaning to notice to hauling will be handled by existing city personnel, so won’t require new funding.
The city budgeted $219,000 in Fiscal Year 2011 for outreach to the homeless, though that’s not entirely for homeless.
It will cost between $2 and $3 to mail written notice to a property owner’s last known address. For Honolulu’s homeless, that effort might be futile.
