Hawaii ranked number one in the nation for the amount of investment it’s made in cutting down electricity use in public buildings, according to the Energy Services Coalition

A press release issued by the Department of Business, Economic Development and Tourism on Wednesday, says: 

ESPC uses guaranteed future energy and water utility bill savings to pay for the up-front capital costs of facility improvements. In Hawai‘i, the State Energy Office has been providing technical assistance on performance contracting to state agencies and the counties, upon request, since 1996.  

While energy efficiency can entail high upfront costs as appliances such as air conditioners are switched out for those that provide energy savings, over the long run they are expected to save the state money.
