As Congress works to finalize a spending plan before a Dec. 16 deadline, lawmakers are trying to strike a delicate balance in the number of last-minute provisions or riders that are added to the legislation.
Senate Appropriations Committee Chairman Daniel Inouye told Roll Call that he’s trying to keep the number of riders to a minimum, despite pressure from Republicans.
The idea is to include enough riders to attract Republican votes but not so many as to lose support from Democrats.
