New York City Mayor Michael Bloomberg says there is no way that the 9/11 museum at the World Trade Center site will open as planned in September, according to the Associated Press and other news organizations.

The issue: A fight over who should pay for millions of dollars in infrastructure costs. 

Sen. Daniel Inouye introduced legislation earlier this year that would guarantee $20 million per year in federal funding for the museum. Inouye offered testimony in support of his bill in October, which is the last time it came up for discussion on Capitol Hill.
