A third monk seal found dead on Molokai Wednesday. 

NOAA officials already suspect foul play in the recent deaths of two other seals. 

The monk seal deaths come at a time when tensions between local fishermen and NOAA are running high. The agency is weighing whether to expand protections for the endangered species around the main Hawaiian islands.
