Despite the 9 a.m. hour, out of the three budget briefings I have been to, the Department of Education’s briefing is the best attended by members of the Senate Ways and Means committee. Of the 14 members on the committee, 10 are here in their seats:

Missing are senators Sam Slom (who, as the lone Republican in the Senate, is by default on every committee), Donovan Dela Cruz, Donna Mercado Kim and Ronald Kouchi.
