Honolulu rail CEO Toru Hamayasu is on his way to Washington for a meeting with Peter Rogoff, administrator of the Federal Transit Administration.  The trip comes the week after Honolulu’s rail project got the feds’ go-ahead to enter into the “final design” phase. 

With that step forward, though, came a reminder about the necessity of Honolulu “further strengthen(ing)” the financial plan for the project.
