The Hawaii State Association of Counties will present its legislative package to state legislators Friday at a reception over at the Capitol.

HSAC, which speaks for all four county governments at the Hawaii Legislature will serve light refreshments from noon to 1 p.m. in Conference Room 329. HSAC President Mel Rapozo (a member of the Kauai County Council) will share the group’s six proposals for this year.

The proposals, according to an email from HSAC to lawmakers, would:

  1. Increase the amount of time county councils have to review affordable housing projects submitted pursuant to HRS Section 201H-38 form 45 days to 60 days.
  2. Provide counties with representation on the Employees’ Retirement System Board of Trustees.
  3. Provide counties with representation of the Hawaii Employer-Union Health Benefits Trust Fund board.
  4. Provide counties with liability protection for natural conditions on or near public beach parks.
  5. Transfer fines and forfeitures from uncontested traffic infractions to their respective county of origin.
  6. Urge the Governor and the Legislature to maintain the counties’ share of the transient accommodations tax.
