A selective list of bills and hearings for Friday at the Capitol:

House Health will meet at 9 a.m. in Conference Room 309. The agenda includes a measure requiring the DOE and the Hawaii High School Athletic Association to develop a concussion awareness program, and another that requires any one under 16 to wear a helmet while operating a skateboard.

Senate Health will meet at 2:45 p.m. in Conference Room 229. The agenda includes a bill that requires cigarettes and tobacco products to be stored for sale behind a counter, and emergency money for West Oahu hospitals in light of the closure of Hawaii Medical Center facilities.

Senate Judiciary and Labor will meet at 9:30 a.m. in Conference Room 016. The agenda includes proposed constitutional amendements that would lower the number of court nominees presented by the Judicial Selection Commission, to require the commission to disclose the names of and other statistical information regarding nominees and applicants, to increase the mandatory retirement age of judges from 70 to 80 and to require residency requirements for state House and Senate candidates.

The committee will also hear a measure, introduced by Chair Clayton Hee, that would exempt from the State Ethics Codemembers of groups convened solely to provide comments, share technical knowledge or expertise, or assist in formulating recommendations to, with or for the legislature, governor, or other state departments, agencies, or boards.”
