The ZBA has five members, so only three are needed for a quorum. But the board’s been unable to take up the controversial Kyo-ya hotel redevelopment issue for the better part of a year now because conflict of interest questions have been raised about a number of current and past members.

With only a bare quorum even available to hear the issue, meetings hang by a thread, and can be canceled if any member gets sick or has something come up last minute.
No immediate word from the Department of Planning and Permitting about what caused the last-minute cancellation or whether the meeting has been rescheduled.
