Vice Speaker Joey Manahan is planning to hold a $500-per-person fundraiser next week, but it’s not clear what race he intends to use the money for.

Manahan today filed notice with the Campaign Spending Commission for a fundraiser at 5:30 p.m. Thursday at Duc’s Bistro in Chinatown. He identifies State House District 29 as the “office sought,” but spending rules would allow him to transfer any money for a run at the Honolulu City Council.

Manahan told Inside Honolulu last week that he was talking to Rep. John Mizuno about the soon-to-be-empty Council District 7 seat now filled by the term-limited Romy Cachola. The two Democrats won’t run against each other.

Cachola this week said he’s “99 percent” sure he’s going to run for a House seat. Depending on how reapportionment shakes out, Cachola will likely be living in either Manahan’s or Mizuno’s district.

Manahan was about $15,000 in debt as of June 30, 2011, according to his most recent campaign filing. A new report covering the second half of the year is due next week.
