The governor asked the Hawaii State Teachers Association last week for a counter-offer to an agreement its members overwhelmingly rejected in a Jan. 19 vote.

And after a bit of confusion and uncertainty, it appears the union has decided to continue its labor complaint against the state (while it considers counter-offers?). HSTA’s attorneys are back at the Hawaii Labor Relations Board today, questioning state budget administrator Neal Miyahira
