The United States is in the early stages of negotiations with the Philippines about expanding the American military presence there, according to The Washington Post. 

The newspaper calls the plan “the latest in a series of strategic moves aimed at China,” and says officials in both the U.S. and in the Philippines are “favorably inclined” toward a deal.
