A selective list of bills and briefings Thursday at the Capitol:

• House Economic Revitalization will meet at 8:30 a.m. in Conference Room 312. The agenda includes fees for plastic bags and a bill permitting smoking in sections of bars and nightclubs.

• House Public Safety will meet at 9 a.m. in Conference Room 309. The agenda includes expanding membership on a vog task force, banning “aerial luminaries” and exempting National Rifle Association firearms instructors from liability. 

• Two House committees will meet at 11:15 a.m. in Conference Room 312. The sole agenda item is a bill giving tax credits to companies that relocate their headquarters to Hawaii.

• Senate Water, Land and Housing will meet at 1:25 p.m. in Conference Room 225. The sole agenda item is a measure regarding prime farm lands.
