Honolulu City Manager Doug Chin spent the morning apologizing to the Honolulu City Council’s Budget Committee for failing to be transparent about the suspension of debt guidelines for rail. But Council Chair Ernie Martin was not convinced.

He said the Carlisle administration has made a point of being transparent, but this episode shows “there’s different shades of transparency.” He called Chin’s explanation “semantics.”
