Maui resident Lawrence Lee thought he was getting solar panels – instead he got a letter from MECO saying that he would have to pay the utility $3,000 for a consultant to study it.
After that, he might have to pay another $30,000 for them to study it some more, with no assurance that he would ultimately get the green light to install the panels.
A recent ruling by state regulators aimed to curtail these studies. But is it working?
