A new bill would create a “scofflaw list” of drivers with three or more unpaid parking tickets and allow the city to immobilize those cars with a boot attached to the wheel.
The measure, introduced this week by Honolulu City Council Vice Chair Ikaika Anderson, could hit the floor as soon as the Feb. 15 meeting in Kapolei.
