Why Did Council Overrule Residents?

That’s the question I was left asking as I drove back from Kapolei, where the Honolulu City Council approved the Waianae Sustainable Communities Plan that included the “purple spot” despite overwhelming community opposition.

It’s not an easy question to answer, but the powers behind the decision will be a factor in similar decisions around the island this year.
