Honolulu City Council Budget Chair Ann Kobayashi last week introduced three bills that would, if passed, eliminate property tax exemptions for three classes of businesses: slaughterhouses; air pollution control facilities; and pulp and paper manufacturers.

All three — represented by Bills 19, 20 and 21 — were introduced Thursday.

The Real Property Tax Advisory Commission recommended that the Council eliminate many exemptions as a way to promote simplicity and equity in the tax code.

The three exemptions Kobayashi has targeted aren’t the biggest ones. Owner-occupied homes, historic homes, nonprofit organizations and Kuleana landowners turned out in force to complain about the potential loss of their tax breaks when Kobayashi’s committee discussed the RPTAC recommendations in January.
