One hour and 55 minutes after the caucuses closed, the Hawaii Republican Party still hadn’t counted ballots from more than 50 percent of its 45 precincts.

This was the party’s first caucus, and it showed. The party ran out of ballots at a handful of precincts. And at 9:55, it had results from just 17 of 45 precincts, or 38 percent.
