Senate Bill 2785 passed the House Committee on Consumer Protection on Monday.
The measure, included in Gov. Neil Abercrombie’s legislative package, would help finance undersea cables capable of transmitting energy between islands.
Rep. Cynthia Thielen was the only member of the committee to vote against it.
