A selective list of bills and briefings Tuesday at the Capitol:

House Energy & Environmental Protection will hear the bill that proposes a fee for single-use checkout bags — paper or plastic.

Senate Commerce and Consumer Affairs will hear the measure that calls for studying a state-owned bank.

House Labor & Public Employment will hear two measures that involve the labor director and workers’ compensation.

Senate Public Safety will hear a requirement for the governor to enter into an MOU with the U.S. Defense Department to “enhance” Hawaii’s relationship with the military.

House Economic Revitalization & Business will hear — unless it gets deleted; a bunch of agenda items have been — a bill requiring pet stores to implant ID chips on dogs and cats.

House Judiciary will meet to consider the idea of making the attorney general a nonpartisan elected position and to discuss several measures concerning animal cruelty.
