Mayor Peter Carlisle‘s budgets are out. Here’s the skinny: The mayor’s no-frill operating and capital budgets for next year are nearly flat, together up just 2.3 percent from this year’s budgets. Lots of money going toward investing in core infrastructure and other existing services.

But Carlisle struggled to identify a project — other than rail — that will improve people’s lives here in Honolulu. He said his desire to put the city’s financial house in order “takes away the fun that all the previous mayors have had to enjoy.”
