The amended version of the bill requires three commission members each to be appointed by the governor, the Senate president and the House speaker.
A preliminary analysis, now much broader than originally conceived, would not be due until just before the 2013 session, with a final report and recommendations due by the 2014 session.
The commission would also be administratively attached to the state auditor‘s office.
