As expected, the administration is asking the Honolulu City Council to re-insert $16.5 million back into the budget for construction of a second egg-shaped sewage digester at Sand Island.

Budget Director Mike Hansen sent Budget Chair Ann Kobayashi two memos — one on Friday outlining the administration’s comments on changes to the capital budget, and another on Monday with comments on changes to the operating budget.

Here’s the department’s comment on the second digester:

Request funding be restored. The current recommendation is for a second egg-shaped solid waste digester at SandIsland WWTP. A report addressing Reso, 11-182 was provided in Oct. 2011, a supplemental report in Nov. 2011, an alternatives report in Mar. 2012. These reports together address the Council’s listed concerns, and provide justification for the recommended second digester. Funding must be retained.
