Is the city fed up with the state Legislature’s foot dragging when it comes to banning or imposing fees on plastic bags?

According to a story by Civil Beat reporter Michael Levine, this appears to the be the case. 

While a measure to impose fees on single-use bags flounders in the Ledge, the City Council is moving ahead with its own proposals — several of them. 

But are they as good as the current statewide proposal
