After nearly two hours of testimony and debate, the Honolulu City Council just passed on first reading the bill that would increase the line of credit as an emergency funding mechanism for rail.

The big change is that the law won’t take effect until after a federal funding guarantee.

There were a lot of questions, and some of them were unanswered. The bill now goes to a new committee — “Legislative Matters” — for further work. That meeting is already scheduled for 1 p.m. on Monday.
