A law passed last year on the Big Island cracks down on dogs that bark too much. 

Owners can face hundreds of dollars in fines or their dogs could face the pound if they bark continuously for 10 minutes, or intermittently for 20 minutes within a half-hour, the Wall Street Journal reports

However, under plea deals some dogs can end up in counseling to work through their barking issues.
