Senate Education Chair Jill Tokuda says lawmakers have passed the 90-plus-page bill to overhaul the state’s charter school system. 

A sister bill that provides the funding mechanisms to implement the reform is pending. The Legislature has until 6 p.m. today to pass the budget, but reaching an agreement has proven challenging thus far. 

The omnibus bill had broad support until concerns arose over an ethics exemption. Lawmakers responded by removing the exemption and instead requiring charter schools to follow the state ethics code.

Tokuda says there will likely be a window between 4:30 and 6 p.m. today where she hopes lawmakers will approve the transition funding bill.

“Obviously, passing (Senate Bill) 2115 is a huge milestone. It’s a complete recodification of our charter school law,” she said. “But the real work deals with the transition and implementation, which requires some resources.”
