This news is a bit of a blow to Honolulu rail. Nanea Kalani explains in Capitol Watch:

The controversial bill that would help promote development around rail transit stations has been effectively killed for this session. 

Senate President Shan Tsutsui moved to recommit Senate Bill 2927 to conference committee, and with today being the last day of the session, the bill is dead for now.

The move got a few claps from the audience.

The measure would have helped guide so-called transit-oriented development. More specifically, it would have established planning districts and created a process for developers to apply for residential and commercial qualified projects.

It also would have set up a transit-oriented or main-street redevelopment district program and authorized state and county incentives. Another nugget: it would’ve allowed the Office of Planning to hire positions that would be funded by the Honolulu Authority for Rapid Transportation.
