One week after being fined $6,500 for not divulging conflicts of interest, Honolulu City Council Member Nestor Garcia made clear he was operating under full transparency.

Before Wednesday’s City Council meeting, Garcia filed nine disclosure of interest statements “out of the abundance of caution.”

In addition to representing District 9, which includes the areas of Waipahu, Kunia and Mililani, Garcia is the executive director of the Kapolei Chamber of Commerce.

His position with the chamber and the fact that he didn’t note it is what led to his historic Honolulu Ethics Commission fine.

This isn’t the first time Garcia has decided to file bunches of disclosure forms. In fact, compared to his colleagues he files more than anyone — 143 times in 2011 and 2012.
