Civil Beat columnist Richard Halloran never got the absentee ballot he needed to vote in the Nov. 6 general election. So he wrote a letter to Gov. Neil Abercrombie and other state officials to complain.
Now, Abercrombie has written him back and says our voting system is in need of improvement. The governor says he will ask the Legislature to put an all-mail system in place for the 2014 elections.
