State appropriations fell nearly 11 percent since the 2008 fiscal year, according to the report. But spending in this fiscal year increased in 30 states, including Hawaii.
State spending on the University of Hawaii system increased by 0.2 percent between fiscal years 2012 and 2013, according to data published within the report. That increase, however, is set against an overall reduction in spending of 7.4 percent between fiscal years 2008 and 2013.
The article points to some caveats, including cuts in federal research dollars, increases in operating costs and the growing inability of students to afford tuition.
