The Legislature is in full swing — and on weekends, too. Capitol Watch has some highlights from the schedule:

• HB 31 Disorderly conduct crime for impeding or obstructing use or access to bus stops by laying across benches or more than one seat, or sleeping on the ground within or abutting any bus stop shelter.

• HB 119 Constitutional amendment to provide that freedom of speech applies only to natural persons.

• HB 189 Requires governor to strive for gender equity in making appointments to boards and commissions.

• SB 651 Prohibits smoking in and around public housing projects under the Hawaii Public Housing Authority.

• SB 285 Establishes the return-to-home program to assist eligible homeless people return to their home state if there is a support network available.

• Race to the Top informational briefing to hear from the DOE on updates and progress of Hawaii’s grant and application.
