That’s what Senate Bill 472 calls for. Specifically:

Establishes a civil violation for possession of one ounce or less of marijuana that is subject to a fine of not more than $100.

The bill reads in part, “For purposes of this section, mere possession of marijuana in an amount of one ounce or less shall not constitute a possession with intent to distribute without other conduct indicating intent to distribute.”
