This long-running issue is being reintroduced this legislative session, through bills for a standalone Waikiki casino, horse racing and a statewide lottery. Proponents of legalized gambling say it would bring in needed revenue for the state. Opponents believe gambling would spawn more crime and breed irresponsible gaming lifestyles.
