That’s what Senate Bill 329 calls for. Specifically:

Exempts any charitable or nonprofit organization from civil liability for providing shelter or subsistence to any animal in need. Exempts from civil liability any person who donates goods or food to a charitable or nonprofit organization for the purpose of providing shelter or subsistence to any animal in need.

SB 329, introduced by Sen. Clayton Hee, has a hearing Thursday (March 14 — today) in House  Consumer Protection and Commerce.
