Hawaii does not have to count some 108,000 “nonpermanent residents” — mostly students and military — when drawing the boundaries of state districts, according to a federal court order issued today.

In its 83-page decision, a three-judge panel upheld an earlier order that found the 2012 reapportionment and redistricting plan constitutional.
