Concerns about a lack of oversight of Honolulu’s water system has City Councilman Ikaika Anderson looking to make some changes.

Anderson, who is exploring a run for Congress, introduced a charter amendment resolution to provide more financial oversight of the Board of Water Supply.

BWS is a semi-autonomous city agency similar to the Honolulu Authority for Rapid Transportation, but it has little fiduciary oversight from the City Council.

Anderson’s resolution, if passed, would allow voters to change this on an upcoming ballot.

Here’s his proposed question to voters:

Shall the Revised City Charter be amended to require that decisions of the Board of Water Supply to condemn land be subject to review and approval by the City Council, to require that proposed annual operating and capital budgets of the Board of Water Supply be subject to appropriation and amendment by the City Council, and to clarify that City ethical standards of conduct apply to the Board of Water Supply and its policy-making board?
