The county prohibited sign-waving within 50 feet of traffic signs, 20 feet of crosswalks and six feet of highways.
The ACLU said the county repeatedly refused to change its rules although they violated constitutional rights.
Maui County has now agreed to amend its rules but it isn’t clear yet how they will be changed.
