A midnight EST deadline to approve an emergency budget deal passed, after the Republican House and the Democratic Senate spent the day volleying emergency spending bills back and forth, but never seemed close to reaching a compromise.
The day was as partisan as it gets. Hawaii’s Democratic Senators, Mazie Hirono and Brian Schatz, voted along party lines as the Senate rejected House proposals that would have funded the government in return for delaying the implementation of the Affordable Care Act.
Democratic Reps. Colleen Hanabusa and Tulsi Gabbard voted against the House proposals.
Barring an unexpected deal in the middle of the night, government functions that are not considered essential will stop. National parks will close, people will be unable to apply for passports, thousands of civilian defense workers in Hawaii could be furloughed.
Both chambers, though, approved a measure allowing members of the military to be paid, although what that means for defense contractors and civilian defense employees was unclear.
