Five Democrats are on the primary election ballot to represent urban and industrial Honolulu neighborhoods.
An incumbent who has only represented House District 28 since being appointed to the seat by Gov. Josh Green in April faces his first real electoral test in the August primary election. All the candidates are running as Democrats.
Michael “Cov” Ratcliffe was picked by Green to replace Rep. Daniel Holt. who resigned to take up a role at the Department of Land and Natural Resources.
House District 28 includes the communities of Sand Island, Iwilei and Chinatown.
All the registered candidates filled out a survey from Civil Beat, outlining their views on a range of issues including which issues are most important for the district, what pieces of legislation they wish hadn’t made it through in the latest session and how they would make Hawaiʻi less reliant on tourism and the military.
Their responses are linked here in alphabetical order under their official ballot name, which you can also compare all in one spot on Civil Beat’s 2026 Hawaiʻi Primary Ballot.
